To address the issues of child marriage in Nepal, the multi- sectoral like federal, province and local government and officials’ engagement is requiring identifying gaps and take further action to strengthen systems. Through this approach the project aims to child marriage and improved non-discriminatory and gender equitable social norms, attitudes, behaviours, practices in targeted communities.

Key Approaches
Strengthening Local Child Protection Systems
- Building capacity at the local level to enhance child rights protection is a central focus. This will involve developing a resource pool of trainers on Child Friendly Local Governance (CFLG) to equip local authorities with the tools needed for effective implementation. Developing model procedures and guidelines will provide municipalities and local governments with clear frameworks to strengthen their child rights and protection systems. In addition, collaborating with MuAN and NARMIN to host provincial assemblies will allow for local-level engagement on critical issues, such as child marriage, substance abuse, child labor, and budgeting for children. These provincial assemblies will align local efforts with national child rights objectives, ensuring a holistic approach to child protection.
Policy Advocacy and Strategic Dialogue for Child Rights Budgeting
- Organizing workshops and regular meetings will create a platform for dialogue on the importance of child-specific budget allocations. A key activity will involve hosting a workshop with the NCRC, the Ministry of Women, Children, and Senior Citizens, the Ministry of Finance, and the National Planning Commission to discuss the need for a separate budget code for children. Additionally, establishing regular Task Force meetings will develop a comprehensive plan to push forward the agenda of securing this dedicated budget code. Quarterly meetings with MuAN and NARMIN will help ensure the continued progress on child rights at the local level and allow for the sharing of strategies for budgetary integration for child welfare.
Collaboration for Strengthening Law Enforcement and Institutional Capacity
- Working closely with Nepal Police and relevant agencies to integrate child rights perspectives into law enforcement practices is a key part of strengthening child protection efforts. This includes collaborating with Nepal Police to reduce child marriage prevalence through joint campaigns at the federal and provincial levels. Additionally, amending the police training manual to incorporate child rights and child sensitivity will ensure law enforcement officers are equipped to handle child-related cases with the appropriate care. Collaborating with the Directorate of Women, Children, and Senior Citizens to strengthen district-level Women and Children Service Centers will further enhance local service delivery for children in need of protection.
